OK! Now I've got the answer to the problem - after trying to change different time, language and regional settings in both microsoft and skype proflie - that didn't help at all (obvously)...
I've got an idea to check the language! settings on my phone and this is what I found - I've always had English (US) as a display language for my phone but regional settings European...
I changed English (US) to English (UK) and it did the trick, I even tried to change it to English(Spanish) and so on and as soon you choose English (european country) it changes time and date format in skype as well...
So it is really BUG from developers but Skype don't care about your phone regional setting as all normal programs do, but for display language...
So hope it will help to those who still have had this problem!

Topics are closed from time to time so I renew them but 2017 I posted this question for the first time and STILL no answer and no fix.
It is Dec 2019 now and I still have a problem with US date format. Has this been sorted out? I want dd/mm/yyyy.

Totally agree with use of international date format ... but ISO format is yyyy-mm-dd (and 24-hour HH:MM option).
For Skype, my suggestion would be to match the computer date. If that's impractical (other OS than Windows), default to ISO method or at least offer the option to change it.
Seriously, this is supposed to be a "business" package and the dates are mixed up and not following the computer setting? Wow, such arrogance.
Stop forcing us to see ******** 12H time system. Force normal 24H or give us a choice.

Which bright spark thought hard-coding MM/DD/YY date format was a good idea? If this was a first-year college project it'd let it pass, but this is the big time people. Folks rely on skype for their livelihoods.
ISO date format would be best as international YYYY-MM-DD, but as Anonymous says, it gives a clear sorting.
With respect to the Original Poster's suggestion, I would submit that the international date format is yyyy/mm/dd. It's a bit complicated to use if you're not used to it, but the main advantage is that you can easily sort items based on date, and there is NO ambiguity between American and European date formats.

at least take time format from current user just as it was in Skype 7.
It is not because I prefer to use skype in US englisch that I want to see the time in 12h AM/PM format, I want to be able to see it in 24h format.
Skype 8 is just a huge step back against what Skype 7 used to be.

I think you need to explain that it's only the USA that displays the date the way they do.
This should be either in options or it should be set by the locale
Use world preferred date and time formats NOT north American.

The Windows API has a single function that does precisely this.
