option to show outlook contacts, search and dial them needs to be implemented (currently missing from 8.28). This functionality is implemented in Skype Classic and works just fine.
I still cannot sync Outlook contacts when using Skype in Windows 7 and Web version...

This is a dealbreaker. It worked fine in v7, now doesn't exist after the forced v8 upgrade.
There are two consequences:
1. Most importantly, I can't see who is calling. I only pick up calls that match a contact, and allow the rest (mostly spam) to go to voicemail. Now, every incoming call just shows a number because my Outlook contacts aren't available in Skype anymore.
2. Secondarily, dialing requires many more clicks. I need to look up a number in Outlook, then copy > paste it into Skype to call.
If I can figure out how to port my existing (paid) Skype phone number to another service before Skype adds this feature back, I'm going to leave. I can't run my small business on Skype v8.
Yes - this is one of several reasons I will be out like a shot as soon as Google Voice starts allowing numbers to be added in UK. Unless this and several other things are fixed very soon.

What is the point of using Microsoft as an integrated suite of products when the integration between Skype and Outlook has been lost in v8
I use this all the time, without this, I would consider looking at other voice calling solutions, since 8 is that different compared to 7
